Vendor Factory Assessment (VFA) Overview & Instructions
PURPOSE  
The Vendor Factory Assessment (VFA)  is a tool to be used by vendors to monitor and assess a factory's quality program to meet Target expectations. 
SCOPE
The VFA is to be used by the vendor for the following: 
1)  Anytime a "new factory" without an existing Target Factory Assessment is going to be considered for inclusion in the Target factory matrix.   Use of the Target VFA is required and must accompany the request for a PSQA Factory Assessment to be performed.
New Factory is defined as a factory that does not have a current FA (dated within the past twelve months) on file with Target. 
A new factory must have at least 3 months of production records and can be defined as any of the following:
      • A factory new to the Target matrix
     • The vendor is building a new building and it is a new VMM ID
     • Production lines will start producing a different product category
     • NOTE:  New ownership of existing factory does not require new FA
2)  Anytime an existing factory adds a product category different than what is currently being manufactured in the factory.   Use of the Target VFA is required and must accompany the request for a PSQA Factory Assessment to be performed. 
3)  Anytime an existing factory adds additional capacity beyond the current factory four walls within a manufacturing compound.   Use of the Target VFA is required and must accompany the request for a PSQA Factory Assessment to be performed.
4)  As a tool to monitor or sustain the factory's performance.   Vendor's may utilize the VFA at any time for ongoing assessments of factory performance, which does not need to be submitted to PSQA for that purpose.
ROLES AND RESPONSIBILITIES
Vendor















• Vendors need to complete an honest and accurate VFA. 
• Target's requirement is  that Vendor's drive continuous improvement through ongoing, periodic use of the VFA and support of the PSQA FA CAP.  Chargebacks may occur if the varaince from VFA to FA is significant.
PSQA
• PSQA Field will confirm and validate the information during the PSQA conducted FA.  
If you are a NEW VENDOR (Candidate) - NEW FACTORY  / Expired Factory Assessment (“Assessment Date” exceeds 12 months), follow the below requirements:
1)    After obtaining the VFA form from the Sourcing Manager (SM),  it is the Vendor's  responsibility to familiarize themselves with the form, instructions, and Target's requirements.  
2)    Vendor completes a VFA at the factory.
3a)    If factory meets Target requirements -  Score is 40 and above with no Auto Fails - Vendor submits VFA by emailing a copy directly to PSQA Local Office.
